Capital One's massive West Creek campus in Goochland County represents one of the largest concentrations of software engineers and data scientists in the region. Though often viewed as a financial company, Capital One is deeply embedded in the IT sector, with large-scale data infrastructure, agile engineering teams, and a major investment in machine learning. Likewise, CarMax—headquartered in Goochland—is a technology-forward retail company with extensive digital product teams building platforms for e-commerce, logistics, and AI-powered customer insights.
Downtown Richmond hosts financial technology operations at the Federal Reserve Bank of Richmond, while Henrico County is home to major tech employers like Markel and Elephant Insurance, both pushing innovation in insurtech and digital services. Nearly 70% of the world’s internet traffic flows through Virginia, much of it routed through subsea fiber infrastructure connected via Virginia Beach. Richmond’s proximity to these transoceanic links—and robust terrestrial fiber routes—makes it a desirable location for enterprise data and cloud infrastructure.
The White Oak Technology Park in Henrico continues to anchor the region’s data center activity, with QTS and Meta leading massive developments. Across Henrico, Chesterfield, Hanover, and Powhatan counties, at least 10 large-scale data centers are currently operational, with 12 more announced or under construction as of 2024.
However, the rapid expansion of data infrastructure has prompted concern from residents over energy consumption and environmental impact—particularly regarding electricity usage and water for cooling systems. Some have also expressed worry about the long-term strain on local utilities. In response, major operators like Meta have invested in local community grant programs and sustainability initiatives to address these challenges.
